The Balochistan government has presented a Rs1.089 trillion budget for the fiscal year 2026–27, focusing on fiscal expansion, governance reforms, and increased spending on key social sectors including education, health, and law and order.
According to budget documents, the province has proposed Rs797 billion for non-development expenditures and Rs206 billion under the Public Sector Development Programme (PSDP). The PSDP includes Rs106 billion for new schemes and Rs100 billion for ongoing development projects. In addition, Rs45 billion has been allocated under federally funded projects and Rs40 billion under foreign assistance.
The government has also set a provincial revenue target of Rs170.09 billion for 2026–27, a sharp increase from Rs82.47 billion in the previous fiscal year, reflecting a projected 106 percent growth in own-source revenue.
Chief Minister Mir Sarfraz Bugti described the budget as a milestone, stating that it is the first “automated budget” in the province’s history aimed at improving transparency and financial management. He added that the government has completed around 6,000 development schemes over the past two years, reflecting improved implementation in public infrastructure and service delivery.
Finance Minister Mir Shuaib Nosherwani presented the budget in the provincial assembly, highlighting that the previous year’s budget utilization reached 115 percent. He said the province’s total income stood at Rs886 billion in the outgoing fiscal year, while expenditures are projected at Rs1.089 trillion for the upcoming year.
The budget places strong emphasis on social sectors, with Rs108 billion allocated for law and order, Rs96 billion for health, and Rs158 billion for education. The health sector includes Rs90 billion for non-development spending and Rs6 billion for development, while education receives Rs143.7 billion for non-development and Rs14.3 billion for development initiatives.
To support economic growth, the government has projected more than Rs46.5 billion in development financing, including Rs16.53 billion in foreign project assistance and Rs30 billion through project financing. Major reforms include public-private partnership initiatives, including the establishment of the Bolan Insurance Company, aimed at insuring public assets and development projects.
The budget also includes Rs3.8 billion for solarisation of agricultural tube wells, Rs10 billion for Bank of Balochistan, Rs3 billion for Balochistan Aviation Company, and Rs3 billion for divisional headquarters master planning.
Additionally, 5,000 new jobs are planned across multiple departments, including education, health, and newly created districts, as part of the government’s employment generation strategy.
