Balochistan Cabinet Approves First-Ever Transgender Policy Alongside Key Development Reforms

The Balochistan Cabinet, chaired by Chief Minister Mir Sarfraz Bugti, approved the province’s first-ever Transgender Policy, along with a series of major initiatives aimed at inclusive development, public welfare, and good governance.

The 19th cabinet meeting also reviewed and endorsed progress on earlier decisions.The cabinet sanctioned the establishment of an Endowment Fund for the welfare of minorities, endorsed the Provincial Aviation Strategy and the three-year Aviation Development Plan (2025–2027), and granted tehsil status to Sakran and Karbala.

It also approved amendments to the Qanun-e-Shahadat (Law of Evidence), imposed a ban on the publication of hate material, and confirmed the integration of technical institutes under the Balochistan Technical Education and Vocational Training Authority (BTEVTA).

On the health and infrastructure front, the meeting approved the establishment of the state-of-the-art Prince Fahd Hospital in Dalbandin, the restoration of the historic names of Khaliqabad and Shaheed Sikandarabad in line with a Supreme Court ruling, and the Hospital Waste Management Rules 2025.

Additionally, World Food Programme consignments bound for Afghanistan were exempted from development charges.

Chief Minister Bugti, addressing the session, said the cabinet’s decisions reflect the government’s commitment to transparency, inclusive growth, and the protection of vulnerable communities. “Our government is determined to safeguard the rights of minorities, women, and the transgender community, while launching major projects in health, education, and infrastructure to ensure sustainable progress,” he emphasized.
